In April 1939, Local 21084 members voted to leave the AFL and affiliate with the CIO affiliated Warehousemen's Union, Local 6, International Longshoremen's & Warehousemen's Union. This was during the ILWU's 'Inland March' to organize warehouse and other non-waterfront workplaces. (See info in 3rd scan from an NLRB hearing report from August 1940.) NLRB proceedings describe how the AFL and employers had colluded to deny workers their right to affiliate with the ILWU.
